Can you lose fat and build muscle at the same time?

I body build and I have a small layer of fat over my abs and I wanna get rid of it so you can see my abs but I don’t wanna do nothing but cardio and lose alot of muscle mass and have to rebuild all of the muscle again. I do cardio usually on tuesday and saturday but atleast 2 times a week. If it is possible whats the workout plan you do suggest?
